Visionaries, Knights of the Magical Light. Holograms were the rave during the mid to late eighties and this is one line that sought to captivate the toy market with this gimmick.
Right, the usual story - good guys known as Spectral Knights, bad guys known as Darkling Lords and they fight each other. No surprise there. Their world had three suns and when the three suns aligned, all science on the highly developed planet stopped, returning the inhabitants into a medieval state, or something like that. This wizard Merklynn gave the knights powers, which are depicted as holographs on the toys. Yes, there have been a movie, a cartoon series, comics, the works with this toy line.
There were two series of toys, the second series might not have seen the light of day. The first series isn't that rare and consists of 8 characters/figures and 4 vehicles - 4 figures and 2 vehicles on each side.
The Spectral Knights figures consists of Leroic, their leader, Cryotek, Arzon and Witterquick. Each figure had a hologram on their chest which is suppose to be their "mystical personality" and which depict the animal they can turn into at will. Also, each figure had a totem which has a specific property that can be unleashed after an incantation is made.

Leoric, the leader of the Spectral Knights for example has a mystical personality of the lion. In the comics and the cartoons, he is shown to be able to turn himself into a lion at will. He carries the Wisdom totem which can be activated when he recites the spell:

Likewise, Arzon's magical personality is the eagle and his magical totem is Knowledge - not that much different from wisdom. It is activated when Arzon recites

Besides the totem, complete with hologram, and the hologram on the chest, each figure also had a helmet and a weapon. Leoric's whip is missing from the picture above.
Witterquick's mystical personality is a cheetah and Cryotek's is a bear. Their totems are Lightspeed and Strength respectively.

Darkstorm, is the leader of the Darkling Lords. Unlike the Spectral knights which has an earth equivalent mystical personality, some, not all, but some of the Darkling Lords have mystical personalities that are made up. Darkstorms's mystical personality, for example, is a swamp mollusk, which looks like a snail, but really isn't a snail. He carries the Decay totem which can be activated when he recites the spell:

Cindarr has the mystical personality of the gorilla. The card shown above is the Canadian card which is English/French bilingual. He carries the Destruction totem which can be activated when he recites the spell:
The other two first series Darkling Lord figures were Cravex and Lexor. Cravex's mystical personality is a phylox, a mystical aerial scavenger and Lexor's is an armadillo. Their totems are Fear and Invulnerability respectively.
There were four vehicles. Each of the four vehicles also had a figure, but the figures lacked the staffs with powers.
The Lancer cycle is the smaller of the two Spectral Knights vehicles. and comes complete with three holograms and a spring action ram. It's driver was Ectar, who had the fox as his magical totem.
Ectar comes complete with wrist mounted blades.
The larger Spectral Knight vehicle is the Capture Chariot. Its pilot is Feryl, who has a wolf as a magical totem. The Darkling Lords also had two vehicles, the Sky Claw, piloted by Mortdred, whose magical totem is a beetle and the Dagger Assault, piloted by Reekon, whose magical totem is a lizard.
Who is Merklynn? He's the non-align wizard that does not have a figure. See, the totems, as shown by the cartoons and the comics, were one use affairs, and they need to be recharged by this Merklynn after they are used. Hmm...
